2.2 Selection Process
Minimum qualifications, performance and experience shall be established by the Employer and Equally applied to all persons. Positions will be filled on the basis of skill and ability as determined by the employer.
Vacant positions shall, whenever practical, be filled by the promotion or transfer of bargaining unit employees. When such bargaining unit employees' qualifications are relatively equal, the senior employee making application shall be promoted or transferred.
