Every Student Succeeds Act (ESSA) - (Title I, II, III, IV, I-D)

Title I, Part A funding originally began with the passage of ESEA and contains many components. These funds are provided to school districts and schools with high numbers or high percentages of children who are disadvantaged to support a variety of services. Their overall purpose is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments.

Title I Schools 2025-26

The Title II, Part A program is a federally funded program focused on preparing, training, and recruiting licensed teachers, principals, and other school leaders through high quality professional development. The current law allows LEAs to use funds for activities under Well Rounded Education such as English, reading/language arts, writing, science, technology, engineering, mathematics, foreign languages, civics and government, economics, arts, history, geography, computer science, music, environmental education, career and technical education, health, and physical education.

Title III of the Elementary and Secondary Education Act (ESEA) is part of legislation enacted to ensure that English Learner students, including immigrant children and youth, attain English proficiency and develop high levels of academic attainment in English and to assist all English learners, including immigrant children and youth, to achieve at high levels in academic subjects so that all English learners can meet the same challenging State academic standards that all children are expected to meet; and to promote parental, family, and community participation in language instruction educational programs for the parents, families, and communities of English learners. Title IV, Part A is  known as the Student Support and Academic Enrichment (SSAE) Grant. Title IV, Part A is a flexible block grant, giving districts significant flexibility in using the funds, and authorizing activities in three broad areas:

1. access to a well-rounded education;
2. improving school conditions for learning to ensure safe and healthy students; and
3. effective the use of technology to improve academic achievement and digital literacy.

Funding for this grant is based on the Title I funding formula and is meant to supplement not supplant current initiatives.

The Title I, Part D, program (also called the Neglected or Delinquent program) is a federally funded program to enable neglected, delinquent, and at-risk students to have the same opportunity as students in other Title-I programs.

The goals of Title I, Part D, are to:

1. Improve educational services for these children so they have the opportunity to meet challenging state academic content and achievement standards;
2. Provide services to successfully transition students between facility and LEAs; and
3. Prevent youth who are at-risk from dropping out of school, and to provide dropouts and children and youth returning from correctional facilities with a support system to ensure their continued education.

The Title I, Part D, Subpart 2 program serves districts with high numbers or percentages of children and youth in locally operated juvenile correctional facilities, including jails, detention centers, residential care facilities, and facilities involved in community day programs.
