Rights of Parent/ Guardians under ESSA
The federal Every Student Succeeds Act (ESSA) of 2015 requires that schools receiving Title I funding inform parents or legal guardians of their rights to receive specific information related to the following:
Professional Qualifications
ESSA law requires that schools receiving Title I funds notify parents or legal guardians of their rights to request information about the qualifications of their children’s teachers.
Parents / legal guardians may request information on:
- Whether the teacher has met state qualifications and has a license for the grade level(s) and the subject(s) they teach;
- Whether the teacher has an emergency or provisional license;
- What degrees the teacher holds and the field of discipline of their certification or degree;
- Whether the child is being provided services by paraprofessionals and, if so, their qualifications.

Teacher Qualifications
Per ESEA law, MMSD Title I schools will send a notice to parents and guardians if their child has been taught for more than four consecutive weeks by a teacher who does not meet Wisconsin state licensure requirements.
Assessment Right to Opt-Out
To opt-out of assessment testing, parents must provide a written request to their student's principal.
