The State of Wisconsin's Group Insurance Board recently voted to turn the state provided health insurance plan into a self-insured model by January 1st, 2018. MMSD's health insurance is not a part of the state plan, therefore we will not be directly impacted by the change the state will be making.

  • The change will be made by region, with Dane county being a part of the "Southern Region"
  • ETF verbalized that the selected vendors for the Southern Region will be Dean and Quartz (Unity/UW)
  • More information about the change can be found on the WI ETF website.

If your spouse or domestic partner works for the state or any local government that participates in the state health insurance plan, and is the primary carrier for health insurance, you may be impacted by the change. MMSD would like to offer you the opportunity to enroll in one of the health insurance plans offered through MMSD. You will have 30 days from the date the state changes to the self-insured model to enroll in MMSD's health insurance. Please contact the Benefits Division within 30 days of the change to enroll in one of MMSD’s plans. The Benefits Division can be reached at
